Helping States Promote Value

Many states are building Health Insurance Exchanges to help people without employer coverage and small businesses get better health insurance. Exchanges can make it easy for people to find good plans. 

States and the federal government are building Health Insurance Exchanges. Exchanges can use quality and cost information to let people know about the best plans, which are not necessarily the ones with the lowest premiums. Showing information about cost – premiums and cost sharing – and quality will help people pick good plans. 

Information on quality can come from HEDIS and CAHPS results as well as whether plans are NCQA accredited. Exchanges also will be asking plans to show them the ways they are working to improve quality over time.
