The Digital Measures Pioneer Panel

Fern McCree, MPH
Ms. McCree is a Senior Health Care Analyst in the Performance Measurement Department at NCQA. 

McCree is responsible for managing and coordinating research, measure development and maintenance activities. Her work is primarily focused on behavioral health, geriatric and risk adjustment utilization. Fern also leads efforts to develop measures within the electronic clinical data system (ECDS) domain, which aims to enable reporting health plan level measures using data sources that provide more accurate and timely clinical information. 
McCree holds an MPH from The George Washington University and a BS in Public Health Administration from Temple University.

Emily C. Morden, MSW 
Ms. Morden is a Senior Health Care Analyst in the Performance Measurement Department at NCQA. She is responsible for the development and maintenance of HEDIS measures primarily addressing geriatric and behavioral health care. She also works on efforts to develop and evaluate performance measures for the Medicare Advantage Part C Plan Rating program, working in collaboration and consultation with internal and external advisory panels in order to inform measure development. 

Morden has over 10 years of experience working in the health care field. Prior to coming to NCQA, she was an Associate Program Officer at the Institute of Medicine and worked on several studies examining the quality of health care services for military service members and veterans. Prior to this, she worked in clinical roles as a medical social worker for hospice programs and as a counselor in both adult and adolescent mental health treatment facilities. 

Morden holds an MSW from Portland State University and a BA in Sociology from the University of Oregon.

Emily C. Morden, MSW

Cindy Ottone, MHA 
Ms. Ottone is the Director of Policy Measures in Performance Measurement Department of the National Committee for Quality Assurance.  In her current position, she supports the development and implementation of the HEDIS Products, as well as other NCQA measures. She represents the policy perspective on several NCQA projects including the Measure Advisory Panels, the Audit Methodology Panel and HEDIS Data Submission. She also supports areas where NCQA measures are used in other organizations’ programs including: QRS/Marketplaces, CHIPRA Core Set, QPP and NQF. As the HEDIS director, she also supervises staff answering NCQA customers and constituents through the HEDIS Policy Clarification Support system and Frequently Asked Questions. 

Prior to working at NCQA, Ottone has worked with health plans and physician practices. She was assigned to quality measurement and improvement at Companion HealthCare, a Blue Cross Blue Shield HMO. While at Companion, she focused her efforts on HEDIS measurement and reporting, Disease Management Programs, and Quality Improvement Activities in both the clinical and operations areas. She has also worked in large provider practices with their billing systems and strategic planning. 

Ottone received her BA in Health Science and Policy from the University of Maryland, Baltimore. She received an MHA from the University of South Carolina, School of Public Health. She is on the Board of Trustees at Palmetto Richland Hospital and Richland Memorial Hospital, and is on the Board of Directors at Prisma Health Midlands. She previously served as adjunct faculty at George Washington University School of Medicine and Health Sciences and University of South Carolina School of Public Health.

Ann Marie Smith 
Ms. Smith is an Assistant Vice President in Performance Measurement at NCQA. She assists in the annual updates for the electronic clinical quality measures (eCQM) used in the Centers for Medicare & Medicaid Services (CMS) programs and oversees the annual production of HEDIS products, including the digital measure packages. 

Prior to joining NCQA, Smith was Project Analyst at UnitedHealthCare where she worked to ensure data validity as a liaison between research sponsors and programming staff. Research projects included a Stroke PORT for the AHCPR, “Evaluation of Treatment Outcome for Children with Acute Otitis Media Using an HMO Claims Database” with the Center for Disease Control, and a clinical profiling pilot project. Eventually, Anne focused on managing the integration of data and production of HEDIS reports for UnitedHealthCare health plans. 

Smith participated in several NCQA committees, including the Technical Advisory Group and the Audit Methodology Panel. She holds a BS in Nursing from St. Olaf College and an MHA with an emphasis in Health Informatics from the University of Phoenix.
