eMeasure Certification

NCQA's eMeasure Certification (eMC) program is designed for organizations that develop, license, and sell quality-measure reporting software that calculate electronic clinical quality measures (eCQMs) using electronic clinical data. eCQMs allow organizations to track and monitor the quality of care delivered by providers who use electronic data.

The eMC program tests and validates the integrity of the software code that produces the eCQM results. Certifying measures contained in your software demonstrates to existing and prospective customers that the coded measures meet current NCQA standards, improves the accuracy of reporting measures and produces more reliable and comparable results.

Certification Testing Process

  • NCQA creates unique sets of sample data or "test decks," for each eCQM, developed from randomly generated patient-level test data. Test decks test initial population, denominator, exceptions, exclusion and numerator logic.  
  • You process a test deck through your measure code. We compare your measure results to the expected results to determine if the code in your software computes the measure correctly. We also validate your ability to report the correct results in the standard document format called Quality Reporting Document Architecture (QRDA) Categories I and III. Multiple test decks are available for each measure so you can correct errors. 
  • Also, you can choose to test a subset of eCQMs. The measure test decks are not packaged together and are tested individually using Continuity of Care Documents (CCDs). Each vendor that completes partial certification receives a final certification report and seal which indicates each measure certified.  
  • A measure is NCQA-certified when it passes certification. When you have completed certification you will receive a final certification report and seal that can be distributed to health plans, potential clients and Certified Auditors to demonstrate your achievement.

Benefits of Certification

  • NCQA’s HEDIS and the Centers for Medicare & Medicaid Services (CMS) Medicare Stars reporting programs can use certified eCQM data for performance measurement. 
  • Certified data, in the approved QRDA format, can be used as supplemental data and added to other records used for calculating HEDIS measures at the health plan level. 
  • Health plans can reduce the number of costly chart reviews.
  • Beginning in 2017, practices seeking NCQA PCMH recognition will have the option to submit electronic clinical quality measures (eCQMs) to NCQA in support of their recognition process. The list of measures from which to choose can be found in the Quality Measures Crosswalk. Measures can be submitted through electronic health records, health information exchanges, qualified clinical data registries (QCDRs) and data analytics companies as long as they can use the electronic specifications as defined by the Centers for Medicare & Medicaid Services for the ambulatory quality reporting programs. More details about the submission process to NCQA will be forthcoming with the publication of the final PCMH 2017 standards. By 2019, only measurement data from sources certified by NCQA through the eMeasure Certification program will be accepted.

  • The first step to becoming a Certified eMC vendor is completing an application and signing a one-year certification agreement. Please request an application through PCS using the eMeasure Certification product/program type.
