High quality health care is equitable health care. However, policymakers and health plans have struggled to identify a consistent approach to building equity into their quality measurement and accountability strategies. NCQA, with support from the California Health Care Foundation, has developed the Health Equity Measurement Framework for Accountability in Medicaid as a tool to help states, health plans and their partners center equity in accountability programs.
