June 23, 2025 · Becky Kolinski
The Industry Council on Health Care Quality helps NCQA stay connected with industry trends and emerging issues in quality measurement. Its 28 members represent a variety of organizations: pharmaceutical, life sciences, health information technology, health plans, health systems and consulting firms.
For the first time, NCQA has appointed co-chairs to help lead the Industry Council: Rebecca Jacobson, Co-Founder and CEO of Astrata, and Siew Lee Grand-Clément, Asthma Care Transformation Program Director/Senior Global Medical Lead at AstraZeneca.
“We’re thrilled to collaborate with two well-respected experts in the field to guide the development of the Industry Council’s agenda and priorities,” says NCQA’s Erin Oganesian, AVP, Corporate and Foundation Relations. “We look forward to working closely with them throughout the year to bring relevant and engaging content to our industry partners.”
About the Co-Chairs
Jacobson is a physician informaticist, executive and entrepreneur with more than 20 years of experience in health care, startups and academic medicine. She is also a leading voice in the transition to digital quality, and recently presented at NCQA’s Digital Quality Expert Series webinar.
“I’m looking forward to the opportunity to serve—to help foster a collaborative environment in the Industry Council that helps NCQA drive meaningful change,” says Jacobson. “I see the Industry Council as an important feedback mechanism for NCQA, offering real-world experience around quality measurement and improvement, transparency and accountability, and innovation. I want to ensure that the Council remains a catalyst for progress.”
Grand-Clément is a seasoned nursing and health care quality leader who is passionate about creating a resilient health care delivery model that will improve lives and deliver value. She has led large health systems to multi-national health care operations in the U.S., Europe and Asia with a successful track record of problem solving, building alliances and creating solutions in the many fragmented health care systems.
“NCQA is the trustworthy leader in setting and advancing health care quality standards with innovative stakeholders,” says Grand-Clément. “Participation in the Industry Council allows me to not only learn from NCQA leaders on their scientific approaches, but also collaborate with other like-minded quality leaders in guiding impactful changes to population health.”
