About the Collaborative
The Measuring Patient Engagement in Health Initiatives Learning Collaborative will:
- Explore how digital health solutions support patient engagement and report on key health outcomes.
- Explore short- and long-term impacts of digital and non-digital interventions across diverse populations.
- Facilitate cross-sector dialogue to align on meaningful, actionable engagement measures.
- Inform NCQA’s future programs, including new approaches to wellness and condition management.
- Contribute to a national conversation on whether health care interventions are meeting the mark for patients.

Organizations selected for the collaborative will gain:
- Early insight into emerging engagement measures and the opportunity to shape their development.
- Feedback on data readiness and completeness, including alignment with potential future NCQA standards.
- Shared learning through structured discussions and case studies (e.g., patients with diabetes).
- Opportunities to collaborate across sectors, identifying best practices and gaps in current approaches.
Who Should Join?
We are seeking participation from:
- Hybrid and digital health vendors providing accessible, self-guided solutions designed to support individuals in actively managing their health and wellness
- Health plans and payers committed to improving member experience and outcomes
- Providers, health systems, employers, and health care purchasers implementing and digital solutions
- State and public health entities focused on population health.
- Patient advocacy organizations contributing lived experience and patient-centered perspectives on how health care.
- If your organization offers tools directly to patients to engage them in their own care and support behavior change, and you also have a financial, contractual, or strategic interest in demonstrating impact, we especially encourage you to apply.
Ways to Participate:
Data Testing Partner Participation
- How You Contribute: Testing Partners will actively participate in measure testing by sharing structured data extracts with NCQA and engaging in analysis and feedback sessions.
- Requirements for Participation:
- Ability to exchange structured data with NCQA.
- Willingness to participate in data review and interpretation.
- Collaboration in testing new engagement measures.
- Time Commitment and Honoraria:
- Testing Partners will commit time to data exchange, analysis review, and collaborative discussions. Honoraria: In recognition of this effort, NCQA will offer an honorarium of $3,000 per measure, up to a maximum of $15,000.
Advisory Partner Participation:
- How You Contribute: Advisory Partners will participate in strategic discussions and provide valuable feedback on the development of patient engagement measures. While not involved in data exchange, Advisory Partners play a key role in shaping the relevance and applicability of measures across diverse care settings and populations.
- Requirements for Participation:
- Participate in collaborative meetings and feedback sessions.
- Share organizational insights and perspectives on engagement strategies.
- Support alignment of measures with stakeholder needs, including patients, providers, and payers.
- Time Commitment and Honoraria:
- Advisory partners commit to a lower level of involvement focused on dialogue and strategic input. Honoraria: NCQA is not offering an honoraria for Advisory participation due to the reduced time commitment and absence of data exchange.
Participation Requirements and Next Steps
Organizations interested in joining the Learning Collaborative can apply to participate as either a Testing Partner or an Advisory Partner. While all applicants are welcome, priority will be given to Testing Partner applicants due to the hands-on role in measure development.
Data and insights from the Learning Network will inform the development of patient engagement measures and NCQA’s evolving programs in Wellness and Condition Management.
This application form is non-binding. Final participation will be confirmed through a formal agreement with NCQA.
Importantly, answering ‘no’ to specific questions or not having all data types does not exclude an organization from participating. These responses help NCQA understand current capabilities and ensure balanced participation.

NCQA will prioritize applicants based on:
- Ability to contribute structured data (for Testing Partners)
- Diversity of organizational types and populations served
- Representation across stakeholder groups
- Alignment with collaborative goals and readiness to engage
