Track 2: Data Quality as the Pathway to Next Generation of Person-Driven Outcome Measures
What’s the big idea?
Processing and transforming electronic data requires a standardized set of validation protocols to ensure validity, confidence and relevance for quality measurement. This track will start with unstructured clinical data and move through every step in the process, detailing necessary validation measures that can be deployed to ensure data quality.
Why should I care?
Electronic clinical data is everywhere, yet concerns about its ability to accurately reflect a person’s true health status (data quality) is hindering development and widespread deployment of patient-centered outcome measures.
What will I do?
Participants will learn how augmented intelligence can increase access to relevant data. Participants will then work to develop a standard data quality assessment framework using open-source tools to measure the quality of this data as it is transformed for measurement. Participants will use Next Generation measure concepts to demonstrate how electronic data for quality measurement can be validated by a transparent, relevant and systematic process. Use cases will focus on quality measures that are patient-specific and meaningful to many.
Who should attend?
Anyone interested in reducing burden, improving accuracy and measuring what matters. Minimal technical expertise is required. Familiarity with electronic clinical data or data systems is a plus.
Benjamin N. Hamlin, MPH is the Senior Research Informaticist in Performance Measurement at NCQA specializing in clinical quality, healthcare efficiency and the use of predictive analytics for quality improvement. He is a nationally recognized leader in transformative quality strategies and the principal architect of the HEDIS electronic clinical data system (ECDS) quality measure reporting protocol. A specialist in application of Clinical Quality Language (CQL) and Fast Healthcare Interoperability Resource (FHIR) standards to quality measurement, he currently leads the initiative to digitalize NCQA’s HEDIS portfolio.
Simon Beaulah is Senior Director, Healthcare at Linguamatics (an IQVIA company), and is responsible for healthcare products, including applications in the areas of clinical risk models, population health, quality measures and medical research. Previously, Simon was Marketing Director, Translational Medicine at IDBS/InforSense, where he was responsible for the Go To Market strategy in healthcare analytics and translational medicine. Prior to IDBS, he was Director of Product Management at BioWisdom, where he was responsible for delivery of customer projects using the company’s ontology products. He also worked as a senior product manager at LION Bioscience and Synomics, and as a software developer at the UK’s Biotechnology and Biological Sciences Research Council. Simon has degrees from Aston University and Cranfield Institute of Technology, UK.
John D’Amore is the Founder, President and Chief Strategy Officer of Diameter Health. Previously, John was Vice President at Eclipsys (now Allscripts) overseeing enterprise performance management solutions. John also worked at Memorial Hermann, the largest health system in Texas overseeing clinical informatics, decision support and business intelligence. John has published on population health and presented at national forums on how information technology improves medical outcomes. He is an advisor to the National Committee for Quality Assurance and an editor of HL7’s standard for care summaries. He holds a biochemistry degree from Harvard University and a graduate degree in clinical informatics from the University of Texas.
Elizabeth (Liz) Marshall, MD, MBA is the Director of Clinical Analytics at Linguamatics. Dr. Marshall is committed to utilizing technology to promote better health. She is especially interested in utilizing Artificial Intelligence solutions such as Natural Language Processing (NLP) to promote enhanced patient care and medical research. Early in her career, she served in the United States Air Force. She became a research physician in the area of mental health and dedicated her time to the development of informatic solutions to improve clinical treatment of Military Veterans. Prior to joining Linguamatics, Marshall completed her fellowship training in informatics at the Medical University of South Carolina. There she earned Epic Research Clinical Certification and worked building informatic solutions for healthcare utilizing Linguamatics, Epic, and Telehealth.
Nick Radov is a Senior Principal Engineer and Director, Interoperability Standards and Compliance for UnitedHealthcare. He has 20+ years of experience in clinical interoperability and health information exchange with a particular focus on HL7 standards including FHIR, V2 Messaging, and CDA. He is a co-chair of the HL7 Infrastructure and Messaging (InM) work group and has been an active contributor in the Da Vinci Project. He also participates in other industry standards efforts including CARIN Alliance and DirectTrust. Nick holds a BS Engineering from Harvey Mudd College and an MBA from Santa Clara University, and he is HL7 FHIR certified.
Wendy Talbot is the Director of the Audit and Data Collection at NCQA. She is responsible for NCQA’s HEDIS® Compliance Audit program. The Audit program maintains the HEDIS licensure and certification contracts for audit firms and individual auditors. She is also responsible for NCQA’s Data Collection department that maintains and support the Healthcare Organization Questionnaire (HOQ) and the Interactive Data Submissions System (IDSS). Wendy completed her undergraduate education in Health Sciences at the University of Nevada, Reno. She also holds a Master of Public Health degree from the University of Arizona.
