Elizabeth Ryder (she/her) is an Assistant Director on NCQA’s Product Management team. In this role, she acts as a subject matter expert for NCQA’s Accreditations in Health Outcomes and Community-Focused Care and leads a cross-functional team tasked with pursuing new opportunities for NCQA’s standards-based programs to help healthcare organizations continuously improve the way they identify and address gaps in care.

Jess Tomko, PCMH CCE
Jess Tomko is a Manager of Recognition Policy at NCQA. Her responsibilities include the creation and maintenance of PCMH resources and providing support to practices going through transformation or annual review. Prior to NCQA, Jess spent over 13 years in healthcare administration, where she successfully led primary care, specialty, and surgical practices under the direction of various stakeholders (private practice, community health systems, private equity, etc.). She effectively led practice transformations, strategic planning, M&A’s, compliance integrations, and quality initiatives throughout her roles. Jess also has extensive experience with various EHR’s, HIT and data reporting. Jess’s professional interests include healthcare operations, compliance, and quality improvement. She has a particular interest in health equity and practice burnout. Jess earned her B.S. from George Mason University and has been an NCQA Patient-Centered Medical Home Certified Content Expert (PCMH CCE) since 2023.
Jeni Soucie
Jeni Soucie
Jeni Soucie, M.S., is a Senior Product Manager at the National Committee for Quality Assurance (NCQA), where she leads the development of population health products that support high-quality self-management across the risk continuum and advance the quality, equity, access, and integration of behavioral health care. Prior to joining NCQA’s Product team, Ms. Soucie worked in the Quality Measurement and Research group on a range of initiatives, including advancing race and ethnicity data collection, identifying key success factors for community health worker programs, synthesizing lessons learned from community referral platform implementations, and developing measures to improve care for older adults. Before joining NCQA, Ms. Soucie provided technical assistance and advocacy to organizations serving people with HIV/AIDS and supported women’s health initiatives in both domestic and international settings. She holds a B.A. in Public Health and an M.S. in Health Promotion Management from American University. Ms. Soucie resides in Washington, D.C., by way of Rhode Island, with her Shih Tzu, Lucy
