NCQA IDSS twenty twenty six. Can you believe that? Live IDSS training. I am one of your hosts, Robin Melton. And today, along with the data collection team, we will be presenting a basic overview of the HIE submission process by way of IDSS. We will start with a few slides, which is what I will start with first, which everyone will receive later on, after the training has come has been completed. It will be emailed out to you. Then we will be going into a live actual demo of IDSS. Of course, you'll be able to ask questions as we go along. To ask questions, you can raise your hand and we will open the mics, or you can use the q and a section, not the chat please, but the q and a section, to type in your question. So with that, we will go ahead and get started with our slide presentation. Let's see. Okay. Here are your account managers. We have Stephanie Golin, myself, Robin Melton, Michelle Taylor, and the IDSS specialist guru, Derek Marsteller. So for IDSS measurement year twenty twenty five, we have a few things, just for you to keep in mind, some of the changes and updates. The IDSS system, used to collect non survey HIE's results, updates and reminders, new downloadable Excel report to show each organization's individual roles, user roles, then the auditors will now, only be able to have auditor or viewer access. And the historical submission downloads will be available to the org admin user to access previous, year's data within IDSS. And then we have our dates and times. Please check the due date and times for your time zone. Idss, the plan lock must be applied, for the auditor to start review on Monday, June first by nine PM eastern time. Then we also have the IDSS, submission deadline. All product lines are due on Monday, June the fifteenth by nine PM, again, Eastern Standard Time. So, of course, we do have the time zones. If, you fall in that category, that would be your deadline time. And then we have our, twenty twenty six data collection, timeline, which here we have a a live link that you could go to with regards to directly to our web page. But starting off in March, IDSS was is, available to receive submissions. Then in April, organizations must submit preliminary rates to auditors by Friday, April the tenth. In May, the health plan ratings, plan confirmation will be sent out. IDSS plan lock must be applied by Monday, June the first by nine PM Eastern Standard Time. And then we have, for June, CAHPS reports available. The submission deadline is Monday, June the fifteenth, once again, nine nine PM Eastern Time. And then we have the IDSS submission process. You can download help tools, add users. The org admin, only can, excuse me. The org admin is the one who would add the users to the IDSS tool. You are in control of the you're the captain of that that ship. Okay? So upload and validate your data. Apply the plan lock and notify your auditor. The auditor reviews and applies the auditor lock. You can mark final and set public reporting designation. The signer completes the attestation, and you can download final, reports for records. So some reminders for the policy information. NCQA requires that all plans, plan lock their submissions by June first nine PM Eastern Standard Time. Attestations must be signed by a person that has authority to sign legal documents. After June fifteenth, NCQA will will review late submissions or a resubmission request to be included in public reporting products and assess a processing fee of five thousand dollars per submission. NCQA is its sole at its sole discretion may choose not to accept late submissions or resubmissions requests after the late, the last business day in June. And for public reporting for the attestation, a communication will be sent via the, NCQA data collection communication mailbox on the rules for public reporting. Eligible submissions will be used for the following NCQA products, health plan ratings and quality compass. So the, the attestation confirmations for the commercial Medicaid, Medicaid LTSS, and Medicare, you can select either yes or no, from the pop up selection, in the attestation. Medicare MMPs, PBPs, and S and Ps, you have the selection choice of yes or no. However, by default, we we, default that back to no, with regards to the attestation. So unless it is the full CMS measures, it's gonna be defaulted to no because those are only subsets. For the exchange product line, you do not have the option to select yes or no. You just have an acknowledgment that must be, selected since there is no options for publicly reporting. So you can, always reach out to us. I know that it's kinda tricky sometimes, especially at the point when the signer is could be somebody different to sign it and wants to change things. With regards to, exchange and then Medicare, S and P, MMP, and PVP, those would be no by default. Now for any additional help, you are more than welcome to contact your account manager, or you can within IDSS, you can click on the ask a question. So if you've already been in, IDSS, if you you may or may not have noticed, up at the top, right hand side, you have the ask the question button. And so what that does is while you're in IDSS and you click that button to to pose your question, you will be that question will be sent directly to whoever your account manager is. Okay? So it's not just kind of out there in la la land. It's going directly to myself, Stephanie, or Michelle. So you do have these links here as well, the my dot NCQA dot org portal. We have that link, and you can, by all means, still email us or call us, directly if need be. And we are gonna get ourselves ready for the actual live demonstration. Does anybody have any questions? Any questions with regards to the slide presentation? Okay. Well, if not, I will stop sharing on this end and turn it over to Michelle. K. Alright. So we're gonna get started with the login page for IDSS, and this is where this is. If you don't have the link, it's available at the My NCQA portal page. You would just use that same login to log in to the system. So I set same credentials. If you're a new user or you've forgotten your password, you're just gonna go down and click on forgot password, gonna put in your email address, and the system is going to send you a link to reset your password. Remember that this will reset your password for NCQA system wide. The first time that you sign in, you're going to get and have to agree to the terms of use. In order to get in the system, you do have to do this. If you need this document for whatever reason, you can print it off, a PDF, but you do have to agree to terms of use. And once you do that, you get into the system. Just a note for the signer role, the signer role is only a role that signers would have. It's not gonna be your signer and a org admin, just gonna be the signer. So a system requirement for all signers is that they have their title listed, and that's where they would go into the My NCQA account. My NCQA account to set everything up and put their title in. When they sign, if the title isn't listed, they'll be redirected to the My NCQA page where they can add that account I mean, that title or add or create an account if they don't have one. Okay? And we do have step by step instructions within the tool to show them how to do all of that. Alright. Next step. Let's go through this dashboard we have here. This is the home page for this tool. The top, tab, bar up there, you have a little icon person and your email address. And if you click the drop down there, you'll see that the account page, that's gonna take you to all the orgs that you have access to in this tool and show you what your access is for those orgs. Also, if you go up to that and you do the drop down, it has that account account settings. That's gonna take you to the my NCQA page we were just talking about where it lists everything, all the things that you have access to. Looks like we got some slow stuff going on there. We're just gonna go back right to the NCQA page I mean, the IDSS page. And then, of course, log out is self explanatory if you wanna log out of this page. Also, up there, we have that box for ask a question. Robin just showed it to you what it looks like. That's gonna open up a new browser, hopefully show it to you where you will be able to ask your questions. So you'll log in to the the PCS page. I think that's PCS it's going to. Yes. And then you can click the ask a question. What you're gonna do here, you're gonna go through, and you would go to eventually, it's gonna open up for us. There we go. PCS is what we want. And then you type in your subject in that question box, and then you would, go through your general thing as IDSS, HIE does, and then your measurement year, of course, is twenty twenty five twenty twenty it's twenty six, but that's the publication year. Okay. And then the subject would be whatever you want it to be. You put your question in, and that question goes directly to your, the attention of your account manager in our team. So, this is the fastest way to get to us. And as Robin says, it leaves a record for you as well as us as to what the questions were and how they were answered. Okay? Alright. So let's take a look at this sidebar on the left of the page. We have our home key, which is always gonna bring you back to this page. The submission listing is going to list every submission that's attached to all of your orgs that you have access to. So all the orgs are listed there. You can sort it by all the blue things up at the top. If you want orgs, however you wanna take a look at it, product line, that's listed there. At the bottom of that page, you can show how many rows you want per page. You can take it all the way up to a thousand. Hopefully, you don't have that many. And that's for your submissions. Also, if you want to download this page over on the right, there's a little cloud with the arrow. You can download that, and it'll be in a in a spreadsheet, and you can see all the subs that you have access to. Alright. Going back to that left sidebar, we have the bulk downloads. It's a download of all submission reports that are available in ZIP files, and we'll go through, Stephanie will go through how that works for you later. After that, we have the reports, which is all system reports and the attestation templates. A lot of times, your legal department will wanna take a look at the attestations. Here, is a blank copy that you can save and print and and take a look at. Of course, none of that information in the document can be changed, but if you need to review it, it's there for you. And next up, we have the help section which contains the user's guide, the signer instructions we were referring to, the FAQs which handles a lot of questions that we get a lot in regards to the system. So it's a a quick place to look to get your information. And I do believe we're in staging, so that documents aren't there, but they are in the production of IDSS. And then also under that, there's the import templates and materials are also, in the help section. Next up is users. This is a section that will appear for those that have admin rights, and in a little bit, we'll go into how that works. And then last but not least, we have that we'll come back to it. So we'll have the historical files there on the left. Once again, those are for those that have administrative rights. It's a downloadable of all previously sub submission all submission files that were previously done back to measurement year twenty twenty. So if you a lot of people are looking for those documents, your attestations, the actual file that came in, data fill workbook, you can download all of those for those year years. At the top, you can select your measurement year and then a sub ID. And then you click on that get files, and everything will come up for you. K? Alright. So let's work our way back up to the middle of the dashboard page, and, we get to the home back to the home page. Alright. So we have that overview section. Right there at the top. It's a quick view of the status of all submissions, that you have access to. If you click the link under the the the word under the numbers there, it'll take you to all of those subs in a list. It'll open up a new browser, I do believe, if you click those. Yeah. Or another section. And then you can actually click on the actual submission. The edit button or icon of the little pencil will take you into, the submission itself. We had those back to that little section there under overview. Next section down, pending submissions. That's a status of every submission, and it can be sorted by the headers. Once again, clicking on the, pencil icon under actions will get you access to those submissions. Next section down is our recent activity. It displays, updates on the last ten activities your of your submissions by who did the action. So if somebody else has access to it and they uploaded a file or they printed something, it's gonna be listed there under recent activity, the last ten activities. Then up top over on the right there, we have announcements. This is gonna serve as a message board. Any pertinent information that we need you to be aware of is gonna be listed here. And then we have the communications, which actually shows all correspondence that's been sent out. So, currently, you have the kickoff letter. You have, the links to training. That type of information is listed under the communications. Alright. So next, we're gonna be talking about the user's management. But before we started that, I wanted to see if there were any questions in regards to what we just talked about. And I did have Kimberly was asking about daylight time in Hawaii. We're on daylight saving time. Hawaii is not. So I'm not. I think it normally is six hours difference between Eastern Standard Time and Hawaii's time, but we did jump up an hour. So currently, it's two twenty six here. So I'm not sure what time it is there. So but you can take the time and know how many hours. Or you can just give, your account manager a call, and we can definitely figure that out for you. Alright. So our user management oh, sorry. Were there any questions on anything that we just talked about, help sections or the other menus? Oh, and just a note at the bottom if you look at the bottom of the page in the blue section, this is always gonna be there. These have nothing to do with IDSS. If you click on any of those, it's gonna take you to another browser and bring up NCQA homepage about NCQA. Contact NCQA, not your it is account manager, but NCQA in general. And then our private privacy policy. Thank you. And then the my NCQA page is the last thing. If you wanna just go straight there, you can click on those links at the bottom. Alright. So no questions. We're gonna talk about user management. Alright. So this is only going to be listed for those that are administrators. So you might be an administrator in one organization and not in another. What you'll see is the information for the org that you are the administrator for. You will not see the information for the one that you are not. Okay? So we have two sections. We have the user section and organization section. On the users list, you can search by clicking the icon and type in the email address of the person that you're looking for. Please note that you want to use the email address that the person uses to access My NCQA. Those email addresses have to be what's used here. So check if you're not sure, check with them to make sure which one they're using, and then you want to search for that. If they're listed here, you would just click on the pencil and or the action section and you'll see what access they have to the organizations that you are the administrator for. So here this person is the viewer for those organizations so they can only take a look at and see what's happening. If you wanna change that role, you would just go up and click organization, select the role you want them to have, and then pick the organization you want them to have it in, add that role, and it's gonna appear at the bottom. Okay? And you wanna delete the other role because you don't wanna confuse the system since the roles have different, access. So take out the one that the old one and leave the new one, or you can take it out before you start and then put the new one in. Okay? So that's how you update someone. And once you finish that, you can close it. Now say you look for someone and they're not there. Well, all you simply need to do is click on that add a user button over on over on the right, and you're gonna put their email address in. Once again, making sure it's the email address that they use for My NCQA. And once you do that, you go through the same thing. Organization, select the role that you want them to have, and then select the org. Now if you wanted them to have all of them, you can do isn't that a that drop down over there on the the arrow on the on the on the org name? So is that a drop down? Yeah. And you can just go through and pick the ones that you want them to have access to. Once you're done with that, you're gonna click add user. And then once that's done, you'll now see the person listed on your user side. K? Now that's it's as simple as that. You wanna delete someone as he did. We just click on that that little trash can, and you can remove them. Now that doesn't remove them from the system. That just removes them from having access to your organizations. Okay? Now any questions on how to just put a person in and set them up? If not, we're gonna just go over to the other side, which is organizations. And that actually works the exact same way, but first you pick your organization. Once you pick your organization, you're gonna have a list of people and what their access is to your organization. And now you'll you'll see your auditors listed. For the auditors, the auditors are prefilled in the system. So anytime you're wanting to have change the access that they currently have, you would click on that blue manage submissions. And what this does is automatically if you you set them up, they're gonna have access to all the submissions in your organization. If they don't need all access to everything, you only want them to have access to one or two subs that they're working on, you would just unclick and then select, by putting a check mark in the box before, save changes. And now the only thing that they have access to is that one submission or the submissions that you selected. Okay? And once you do that, you can change that. If you had a person that was not listed in there oh, you search for the person, you see, that their email address isn't there. You would get actually just go up and click on type in their email address. Once you do that, we once again go through that process of organization, the role that you want them to have, and then it's already in the org, so that's the only thing that you have to do. Give them the role that you need them to have. Okay? And once you close that, if you wanted to change it and check on the other orgs, you could do that by just clicking on the action of another org, and that will pull that up. We do have a new feature under organizations and users. If you go to the org itself, there's a little cloud there. If you click on that download, what it's gonna do is produce a spreadsheet with all the users and what their access is in the organization. So, basically, you'll get this look this, screen here in a in a spreadsheet for you. Are there any questions in regards to adding, users by organization? Now like we said, for the auditors, once again, they're already preadded in the system. So if they weren't on your list anywhere, you would be able to search for them and add them in the drop down. There's also a way to add them in the actual submission itself. Once we get through to that part in the the, demo, Derek will show you how to do that. Are there any questions on adding users to your organization? If not, we're gonna turn it over to the guru himself, and he is gonna get into the nitty gritty of this system. Alright, Derek. It's on you. Yep. Alright. Thank you, Michelle. Hello, everyone. My name is Derek Marcello. I'm one of the data quality analysts here at NCQA, and I'm just gonna go over the IDSS submission process from start to finish. If you have any questions along the way, raise your hand or put it in the q and a section, and I'll get flagged down, and they'll we'll answer that for you. Okay. So the first area we're gonna dive into is the HIE uploads button, which is right over here on the right hand side. So this is just the bulk uploader feature. For HITUS uploads, only org admins and users can see it. Any other user permission will not be able to see it. So opening it up. These files up as well before I dive into this. So if you read the top part of what's in orange is trying to alert you, it says, you may upload one or more submissions here at the same time up to fifty XMLs maximum. All the submissions must be in XML format. They can be bundled into a single ZIP file, which I will show shortly. And inside of the ZIP file can contain nested regular folders containing those XML files. I'll also show that in a moment. And these folders can be named whatever you want. But the XML submission files must be of the format product line submission ID dot XML. And here in his example of what one would look like, commercial one two three four dot XML. So to show the ZIP, Michelle, could you show image one, please? Do I have to stop sharing? Already got it. Let's see. K. So here we have we have five import files here, one being commercial exchange. We have two Medicaids, one that's LTSS, one that's regular, and then we have a Medicare one. Then then we have that ZIP test. Inside ZIP test are those same five files, but they're just in a different little order that maybe makes sense to your organization. Could you go to image two, please? And then for image two so inside of that ZIP file that I just showed you, there are two nested regular folders. Both are just kind of randomly named just for just the for testing purposes. So we just have some parentheses test with some dashes and then a b c one two three test. Inside of each of those folders is two sets of files. So in the test file, there's two Medicaids, the LTSS and the regular, and then the a b c one two three has the commercial and exchange. And then over here to the right is just Medicare all by its lonesome. So you could just have that kind of just floating in the ZIP file if you want, or you could put it in a nested folder. It's up to you. Whatever makes sense for you. Alright. You can stop sharing. I will share my screen. Thank you, Michelle. Okay. So I'm gonna just take that ZIP file that was shown, and I'm just gonna drag and drop it into this box right here. I'm just gonna drag and drop it, and it's gonna start processing. For fifty files to unpack, load, validations, all that fun stuff shouldn't take any more than five minutes. If it spins infinitely, let us know immediately so we can fix that because it's kind of an important feature. Okay. So once everything's done, we can review what's on the screen here. So we have the upload report, which is just a downloadable version in a CSV format of this table below. That's essentially what you're getting. You're getting the file name, the sub ID, what it if it processed correctly, and then your validation status. The validation report is another CSV you can download that has all of these submission ID validations. So in this case, it'll have a couple folders that will give you, like, what these warnings are, what these warnings and errors are, and what these warnings are for every single sub sub ID. And, also, looking at this table, obviously, there's the three validation statuses. There's no issues, which is perfectly there's no problems at all. There are warnings. There are some data conditions that do not stop the IDSS submission process, but your auditor should probably look at just in case there are some goofy data conditions that exist in fringe cases that may not totally violate validations, but maybe you wanna take an extra look at. And then when it comes to errors and fatals, those are hard stop nos. You cannot continue with the submission process. You have to fix those. But in this particular example, we're going to look at Medicare one zero one zero. I'm trying to think of anything else. Are there any questions before I move on to the submission actual submission process? So if there's any issues you see and you're not sure data condition wise why it's happening or whatever, just obviously go to ask a question, PCS us, and tell us what's going on. Or you can just email me directly and send me your import XML so I can take a look at what's going on directly. It's probably just easier just to email me directly and just send me your import file. I'll just take a look, tell you what's wrong with it, and then it can be resolved. Anyway, so from here, once we import all these files, we can go into the individual submissions via these links on the left here under file name. So if I click this link, it'll take me directly to the actual submission for Medicare one zero one zero. But for this example, we're gonna use the submissions tab. Okay. So from here, we can see all the submissions we have access to. I'm gonna zoom out just a baby bit. It might be a little hard to see, but I wanna be able to see everything. So we can see all the submissions we have access to. All the information in your submissions can be obviously searched. So in this case, we want, like, fifty, which is our test org ID. You can filter certain things, like what order ID you're looking for, components. It could be caps, HOS, HEDIS, your product lines, what validation status they're in, when it was received, what stage it's in, survey vendor, and public reporting flag. You can also add and hide certain columns. So if you don't wanna see the received date, you don't have to. So that's gone, or you can put it back if you like. And, also, we can download this submission page via this button right here. So to get into the actual submission itself so we were doing one zero one zero. This is the one we're looking at. All we have to do to dig into this submission is click this little pencil under actions over here. And one other thing to note before I dive into this further is that, some people ask why don't I see MI CAPS submissions is because they don't appear in IDSS until late May and early June. So there you go. So to dive into the specific submission page, I'm going to start from this blue bar and work my way across. And as I go across, I'm gonna just go around the screen just to make sure everyone understands what's going on. So this is this main screen will be dealt with once you dive into a specific submission. So here we under file management, we have a drag and drop file here, and this is the allowable format. It's essentially the exact same thing as the bulk uploader and how it works, but you can only import this specific submission XML file. So you you can import a ZIP here. You can do that in the bulk uploader, but you'd need the individual XML to import into here. You can drag and drop it right into this box, or you can obviously click this button and select it yourself. Underneath, we have the validations. I did not set any GUIDs in my import XML under the measure version ID in the XML. That's where the go. I didn't set that. That's why it's mad at me for not doing that. Obviously, every submission details, pretty self explanatory. Alright. Submission downloads. So here is kind of the important stuff as far as, like, what results you're looking for. So under downloads, we have three sets of result files. We have the data filled workbook, the result XML, and the result CSV. They're all essentially the same thing. They're just in different formats. But the one that everyone seems to really love is the data workbook, and we will go over that in a second. Let me just go over the rest of these, and then we'll take a quick peek in there under the data workbook. Okay. So data workbook is, I think everyone's more familiar with. We'll go over that in a moment. Result XML is all your result files in the XML format. Result CSV, same thing in the CSV format. The auto review Excel, this is also the first page of the data workbook, but it is a nice Excel sheet of your auto review table. Auto review CSV, same thing. It's just in a CSV format. The validation file is just a CSV of what's in this table to the left. And then updated submission file is a import XML that we generate for you so you don't have to so, for example, let's say I import every single measure except for PCR for whatever reason. So I import every measure, excuse me, into Medicare, and then later, I import PCR, just PCR by itself. So instead of you having to manipulate your own XML or keeping a timeline of what import files you put in at what certain date, this updated submission file is just a one stop shop or one XML import file that will have all your latest information on it. So the first import you made with everything but PCR and then the second with PCR, it'll have both. All the latest information will be in this import XML, so you don't have to keep maintaining your own. It will do it for you. And then, obviously, we have the plan lock. Org admins and users can only see it, But if you have errors, you will not see it. But since these are warnings, I can technically continue, but your auditor should review all warnings before carrying on. But we are not gonna click this yet. We're gonna keep continuing down the line. Are there any questions regarding this page specifically? Looks like no. Alright. We're gonna go to the audit review table. Everybody should be able to see the ART. So inside here, we can filter the audit review table based on what's HPR required, CMS required, and PVP required. We can also filter based on audit designations. We have bias rate, not required, not reported, and reported. And we can, hold on one second. Excuse me. We can download this ART table into I believe it's just the it gives both the Excel sheet and the CSV as well. Digging through this actual table, you can see that there's the measures, and they are selectable. We'll go over that in a moment. The benefit that's offered is basically yes or blank or yes or no, I mean. Yes or no and blank. The rates, one thing to note as well, if there are these gray ones, for example, that don't have rates is because they have multiple rates. They don't have a singular rate. They will not show on this page. You have to actually dig into the measure to find out what the individual rates are. In here, we have the statuses. So this one's NA. This is a small denominator for PVH even though it's reported. And then this one's not reported. We're gonna come back to AB here, and I'll show why in a moment with the auditors. And then just to dive into one measure, we're gonna all get COA. We'll just click on that. And then you can see the individual measure information here. This is the same information that's available in the data workbook, which I did forget to show, which I will when we go back one page, I'll I guess we could show that real quick. But this is essentially what's in the data workbook. When you click on specific tabs, you're gonna get basically this screen. You can it's in volume two table of contents order. So COA is actually a little for SNSE. Now because COA is the first one, SNSE is the last one. So it's actually we're at the bottom of the table of contents. But here's all the information for SNSE. SNSE. We can click the drop down and find something else. Let's say, like, e d u. Trying to find one with race ethnicity, I believe. When is race ethnicity off the top of my head? CBP. Okay. So another one is CBP. So for race ethnicity data, that is also split out by its own individual tab. So this is the base measure for CBP. This is an admin version of CBP, and then we can have it by race and by ethnicity. It's pretty straightforward there. Any questions about that before I move on to the auditors? Actually, real quick, Michelle, can you share the workbook real quick, the data workbook? I meant to show this, and I I totally skipped my mind. So here is the audit review Excel. It is the first page of the data flow workbook, and it's basically everything I showed in the audit review table just in Excel format. Can you click CBP, please? Just the base measure tab. Yep. Same thing as I showed in the measure viewer just a minute ago, and then you can see down below, it's there's race and by ethnicity being cleaned up. And it's just the same thing as what we looked in the audit review table. You can close that. Thank you, Michelle. Screen back. Are there any questions about that before I dive into the auditor's arena? Looks like no. Okay. So for the auditors, only org admins can set auditors up for your submissions. So under auditors, we'll have a list of who's an auditor down below. You can see what audit level they have, who they are. You can have first name, last name. And then if you want to remove them, you can obviously click the trash can. But if you wanna add somebody so in this case, we're gonna add my audit account. But I only want this audit account to have access to this specific submission. I don't want them to have access to the whole board. So in this case, we have the two options. We can have submission level, which is just this particular submission, or the entire organization, which is everything under nineteen fifty. So we're gonna sign this order. And if I do a quick search oh, there they are. And they have submission access, and they are ready to review this thing once it gets to them. And, also, you can download this auditor list to see, if you need to share it for whatever reason. Any questions about that? K. Alright. The rest of these, I'm gonna try to speed through. So all downloads, pretty straightforward. It is pretty much just like what's under submission downloads here. However, there's an additional feature in here where you can actually see your archived submissions. So if there was ever, ever a data condition you needed to look at at a particular time in IDSS, you can download from the v archive submissions and view it and do your comparisons or whatever you need to do. It's all available here. And then everything else, the latest and greatest will just be under called the system. Everything else will be a like, archived under different name. And then also, yeah, you can uncheck the archives if you don't wanna see them. And so they can add up if you do a lot of, you know, importing and stuff. Upload history. Also, pretty straightforward. Pretty much just says what the latest validation status was, who did it, and when. And you can see, like, we have warnings here. So and, you can search and download this list as well. For clearing all measures, this is also a feature only available to org admins and users. No one else will be able to see this. So if you want to clear and make this submission go back to a preimported state completely clean, you'll go to clear all measures, hit clear, hit continue, and then it's gonna give you a pop up at the top that says that your data submissions have been cleared. You hit okay, and then you're back to a completely clean slate with your submission. I'm going to reimport one zero one zero back. There is a way to clear specific measures in the system. If you need to understand how that works, I would send a PCS. It is in our user's guide as well. But, if you are curious on how to just clear individual measures, I don't wanna take too much time here. So if you're curious about that PCS, but it's also in the user's guide as well. It's a pretty easy process to do. It's just I don't I gotta speed through this. Okay. So we have our submission. We imported the data. We reviewed it. We're going to pretend there's no measure version, good mismatches. We're gonna pretend those are all good. We don't have actual data condition issues. So we are ready to send the submission to our auditor. All we have to do as the org admin or the org user is like, alright. We're ready to go. We'll apply the plan lock and continue. So now as an org user or an admin, I have nothing to do. It is up to my auditor. And the auditor should receive an email saying that it's ready to go. But, as a courtesy, you should let them know that the submission is ready. I'm gonna log out, and I'm going to log in as my auditor that I gave permissions to myself. So audit. Yeah. This logs in. I gotta set the license agreement. K. Okay. So as an auditor, I could go to the submissions page and click it, but I can see it under pending submissions what I have here. I'm gonna go ahead and click that pencil and dive in. So now as the auditor, the all the reviews are taking place. And, also, what auditors can do is change the designation status for measures that are not reported. So in this particular case, we talked about AB not being reported, but for whatever reason, we need to change the designation. So if we scroll down and we see this one that's not reported, the drop down is available. You can't change stuff that's already been reported, but ones that haven't been, no data imported, we can change to let's say, for whatever reason, this was not required instead of just not reported. This measure just wasn't required. We can change that. We can change it on the drop down as an auditor. We can change it to NCQ, and then all I have to do is go up and save it. And that's it. It's pretty straightforward process. If you try to make changes when you're doing filters, the filter must be set to both have to be set to all to do your changes. So if you have a lot of changes, you gotta do them here in the main, like, layout of the ART before you can save it. If you try to do filtering and then try to save, it won't let you. Anyway so as an auditor, I do that. I do my designations. I do my review of the results, everything. Everything seems fine. We can go ahead and click the apply audit lock. But if for whatever reason, the auditor finds something wrong, obviously, the auditor will be in communication with the plan, about what's going on. They would in this case, if there was any issues, they would undo the plan lock so the plan or the vendor would reimport data to fix that issue that auditor finds. But in this case, we have no issues. So we're gonna apply the audit lock. And the auditor should tell you the org admin, org user, whoever is in charge of the submission that it has moved on to the mark final stage. You'll also get an email about that as well. Gonna log back in as my admin user and then go back to that submission. We're going to one zero one zero, which is right here, and it's in apply mark final stage. We're gonna click the pencil. And that email just came in that it was audit locked for me. So okay. So this is the final stage. Auditor has approved it. Data looks good. This is the final review before you actually start signing the legal documents and all that fun stuff. You're gonna click apply mark final. Now as the org admin or org user, when you start the attestation, obviously, you can't sign anything or do anything with it. But you can what you can do is for your signer, you can set the, public reporting flag, because most of the time, it seems that the signer doesn't know if it's yes or no or whatever. So you can do that for them so they don't have to do the any of the guesswork or have to ask. You can go to start attestation as an org admin or org user. And when you see the screen for the first time, when I just clicked it, this was highlighted as no. When you first get into the screen, neither option is selected. They're both gray. You have to make a purposeful selection. But understand what you are clicking on. So public reporting basically is saying if you say yes to public reporting, that you will be publicly reporting to NCQA through their, published products like Quality Compass, health plan report cards, health plan ratings, stuff like that. But if you're not, then you would understand that you will not be on these. Please understand what you are clicking, when you do this. Just make sure you understand what you're selecting yes or no to. In this case, I'm gonna click yes. I'm gonna hit next, and then a pop up con to confirm your selection so there's no mistakes. You have selected yes to public reporting for HPR and Quality Compass. Are you sure? Please read the public reporting option details carefully after the submission deadline. No corrections can be made, and we mean it. So once you read that and you save it, you'll see the draft watermark document of the attestation. Again, the org admin or user can just proofread it just to make sure everything's good, and then you can, like, script to the pages. You can see that we selected yes. The x the little x here is that we checked yes. But we can't sign anything, not as an org user or org admin. We can download the draft document for the signer to look at, but it's a draft file only or legal counsel for whatever reason. So in this case, I'm as the org admin, I'm gonna go to my person of that can legally sign this thing or the, company or for the submission. Hey. It's ready to go. You can go ahead and sign that thing. And, also, we're gonna go over this in the, I believe, help section. There are example, like, templates for the attestations. Have your legal counsel review those in advance. Be very helpful. I gotta accept the license agreement as my signer. So one thing that was mentioned earlier was if you did not when you made a My NCQA account as a signer and you did not put a title in, So part of the attestation process is at the very end where it says, like, when it when this was electronically signed, who it was, the date, all that fun stuff, there is an official title in there. The title is not required by My NCQA to fill in, but, however, it is required for attestations in IDSS. So if you do not have a title as a signer, you're going to be met with this screen that says to update your title. So if you click okay, you'll be redirected to My NCQA where you'll log in. Excuse me. You're gonna go to my account, and, also, these instructions are in the help section for signers. So under here, I have my email, password, blah blah blah blah blah, but, oh, I have a blank title. So if I edit identification and I just put, president, And I save it. K. Now my information is saved. I'm gonna log out, and I'm gonna re log back into IDSS. And I should have that pop up should not come up again. So let me re log in as a signer. And it lets us in perfectly. Again, these instructions are in the help section for signers who, know, don't see this, presentation or whatever. But, also, once we get all of the trainings edited, they will be under the announcement section under a link so you can review those as well. Now as the signer, I'm gonna go to one zero one o. So as a signer, I don't know what the public reporting flag was. All I know is my orgasm has told me that the public reporting flag is set. I don't have to do anything. I don't have to worry about it. Just click next. I accept. Double check the draft document, but I can sign this now. So once I sign this this draft watermark goes away, and then you are given a signature. Here's that title that I entered that is required, for the attestation. So I click sign. You are confirming that you're, you know, electronically contracted with NCQA with the attestation. You're duly authorized to bind your organization. And by clicking sign, you are bound to set attestation legal stuff on legal stuff. And then once you click sign, you have signed the document, but the submission itself is not complete. All you do is click the finish button. You get a little confetti woo. And it's congratulations. Submission process complete. You can download Final Thoughts from all downloads up here, or you can go to bulk downloads to the left. And that is essentially the entire IDSS submission process from beginning to end. I believe Stephanie is going to explain, the rest of this. So, are there any questions before I pass it along? Let me log in to my org admin account. Alright. Thank you, Derek. Yep. Well, good afternoon. My name is Stephanie, one of the HIE DIS account managers here at NCQA, and I will be going over the final parts of the IDSS process. Now that Derek has walked us through the submission, I'm gonna start off by showing you how to save the data files to your personal drive. So over here on the left hand side, under submissions, you can see that we have the bulk download section. And when we click on that, there are two parts, HEDIS and CAPS. For those of you that are submitting commercial or Medicaid CAPS, that won't be available until June, and you will be notified by email once that's ready. So clicking on HEDIS here, we're just gonna go ahead and do an example for you. We will use nineteen fifty since that's what we have been using, and we'll hit next. Alright. And then we're just gonna make our selection of a sub ID and select next as well. And from here, you have the ability to download all of these files. For the sake of this example, we'll hit download all, but you also could individually grab your result file and whatnot. And then those will be saved to a ZIP file under your downloads on your laptop, so that's something that you will have for your personal files. Great. So next, we're going to go to the report section on the left hand side. And as you can see, there's a lot of different reports here. We'll quickly walk through all of them starting off with the combined report. And what's great about Let me see if I can share it real quick. Thank you, Derek. Yeah. If it's making your computer too slow, I can always just briefly talk about each one. Okay. So now that we're in the report, as you can see, you're gonna have a different sheet for each submission for your organization. So this report is especially helpful if you do have multiple submissions. Alright. Thank you, Derek. Alright. Next, we'll take a look at the license agreement. So this is the license agreement for IDSS. Sometimes we do get questions from plans whose legal counsel wants this information, so this is where you can find it. And as you saw in our demonstration, in order to move forward and use IDSS, you must select yes on this agreement. Right. Next, we will take a look at the file upload report. And, again, we'll look for org nineteen fifty. And this report just gives you information on the history of the submission, such as who worked on it, what time, and the status. So this is especially helpful for seeing the status at a certain time. Next, we'll look at the activity report. This report allows you to see the status of what was last completed for the submission. For example, if the attestation was the last step that was completed, you would be able to see that here. And then as you can see, we do have for each product line, we have the templates. And we do recommend that before you go through the attestation process, if you would please download this information to provide it to your legal counsel for full review. And while that's loading, I do just want to make another note that when you mark final on the June fifteenth deadline and you select yes or no to the attestation, please make sure that what you select for that is correct. And I mentioned that just because absolutely no changes can be made to IDSS after June. So I just wanna reiterate that before you select yes or no, please make sure that you are making the correct selection. Alright. Now that we've looked at the reports, we're gonna go over to the help section, and this is where you can find a lot of helpful resources when you're completing IDSS, starting off with the FAQ. We do have a lot of questions that are asked repeatedly by our health plans, so we compiled a lot of those questions for you, and you can find them in this document. And, of course, you're always welcome to submit a PCS ticket to your account manager. But sometimes if you have a question, this is a great document for you to reference. Chances are someone else has already asked it, and we've compiled it here for you. Next, we'll take a look at the user's guide, and this document is the one that will take you through the IDSS process from start to finish step by step. This is essentially everything that Derek just demonstrated live for us. It can be found here in this document. And then finally, we'll take a look at the signer instructions. In this document, you can see the step by step instructions for signing off on IDSS. This, as, of course, will look familiar from Derek's demonstration earlier, but this is where you can find those instructions written down. And then finally, we're just going to take a look at the historical files, which is where you can download files from previous years. Now if you are an org admin, then you will have this on your IDSS screen. So we do get questions all the time, and we finally added this feature to IDSS last year. Once again, only org admins can see this on their screen. And then you can either I see that Derek selected measurement year twenty twenty two. You can select a sub ID that you wanna see specifically. If you don't put a selection in for your sub ID, then it will just load everything up. But for this example, we have the sub entered here, and then you have the ability to download all of these files to your personal drive. Yep. And if you click that download all button, then everything will be downloaded to a ZIP file for you. Great. Well, that is everything as far as the reports and the help section.
