About the Speakers

Natalie Mueller, MPH

Natalie is a Senior Manager in Product Development and has been with NCQA since 2015. In this role, she updates existing accreditation products and creates new accreditation and certification products to meet market and customer needs. She currently leads the Population Health Management project, which included transforming NCQA’s flagship product, Health Plan Accreditation, from single-condition management towards a population health-based approach that focuses on whole-person care. This work included creating two new products, Population Health Program Accreditation and Population Health Management Prevalidation for other organizations that support population health management. She attended Penn State University where she received her Bachelor of Science in Nutritional Science and the University of Pittsburgh for her Master in Public Health.

 

William F. Tulloch, MA, PCMH CCE

Bill is NCQA’s Director of Large Account Management and has been with NCQA since 1997. In his role, Bill manages the operations of several government contracts aimed at promoting the Medical Home concepts and works with large health systems that are Recognized or seeking Recognition by NCQA. Bill is a PCMH Certified Content Expert with NCQA.

Prior to this position, Bill was the Director of Customer Resources, providing educational assistance to organizations seeking to improve the quality of care and service they provided. Bill was also previously Director of the Privacy Certification for Business Associates (PCBA) program, a joint offering of NCQA and the Joint Commission on Accreditation of Healthcare Organizations. Bill helped develop both the PCBA and other new assessment programs in the health care field and improving existing NCQA products as part of the Product Development team. Earlier in his tenure at NCQA Bill served as a Senior Accreditation Manager participating in and coordinating surveys for the MCO, CVO, and MBHO programs. In addition to his other work, Bill has been a frequent faculty member for educational presentations for NCQA, and is a member of the internal team that developed and maintains the Interactive Survey System.

Bill attended Williams College for his undergraduate work, and has a Master’s in Economics from the University of Maryland. For seven years prior to joining NCQA, Bill worked with a health care consulting firm, HTA (now Covance), in Washington, DC, helping medical product manufacturers work in the managed care setting. During his undergraduate years, Bill co-authored two papers on the psychology of juror decision-making, based on original research.

 

Jeryl S. Williams, Jr., MSPH, PCMH CCE

Jeryl S. Williams currently serves as the President and Chief Consultant for JSW Public Health Group in Atlanta, Georgia. In this position, he is responsible for managing a nationwide network of primary care provider groups to integrate healthcare delivery strategies that improve quality of care, reduce costs, enhance the patient experience, and transition office cultures from episodic to proactive care. Defining his transformation initiatives has been the implementation of the patient centered medical home program and ultimately ushering practices to recognition by the National Committee for Quality Assurance. Jeryl’s medical practice consultation accounts for a significant portion of NCQA recognized medical homes in Georgia and was recognized in the Wall Street Journal for exemplary work implementing the medical home model in primary care and for being among the first class of Georgians and nationwide practitioners to receive distinction as an NCQA certified content expert. He currently serves as a reviewer for NCQA recognition programs (PCMH, PCSP) and as guest faculty for in-person and webinar based PCMH trainings.

Complimentary to his medical home efforts, Jeryl develops partnerships, aligns community resources, and identifies service and access gaps to facilitate the onset and sustainability of medical neighborhoods. In the past three years, he has expanded the medical home model to specialty practices and produced both the first NCQA recognized Patient Centered Specialty Practice in Georgia and the first level 3 recognized behavioral health practice in the nation. Jeryl provides technical assistance on EMR optimization and strategic population management interventions that mitigate preventable emergency room visits, abate hospital readmission rates, and enhance performance for primary care providers participating in value based purchasing initiatives. 

In his previous tenure, Jeryl has served as a federal contractor for the Centers for Disease Control and Prevention where he worked on broad scale policy, systems, and environmental change for obesity prevention and tobacco cessation and as a program director for various community based health programs at the Satcher Health Leadership Institute at the Morehouse School of Medicine. He began his career as a clinical research associate at the LSU School of Medicine in New Orleans, Louisiana where he managed a community based education and early detection program for prostate cancer and served as a biology instructor at Southern University of New Orleans. Jeryl earned a Bachelor of Science in Biology from Xavier University of Louisiana and a Master of Science in Public Health at Tulane University School of Public Health and Tropical Medicine.
