Building Better Care-Developing a Health Care Quality Index

This session will display two use cases to address challenges of Health Equity:  Blue Cross and Blue Shield of North Carolina (Blue Cross NC) sought input and collaboration from a "coalition of the willing" key stakeholders to address inequities in its members’ health care and in the state as a whole. Anthem uses Data and Advanced Analytics to close disparity care gaps to improve quality and equity.  This course highlights development of a Health Care Equity Index–a tool to help identify opportunities to improve health equity in a health plan, monitor progress toward closing disparities and help communities and the state meet health care equity goals–as well as challenges and lessons learned.

Qi Zhou, MD, BM, MBA, MHCM

Qi Zhou is Vice President Enterprise Quality Strategy and Management at Anthem.  He is responsible for the enterprise quality oversight for all lines of business in quality strategy development to elevate the enterprise performance in quality and health equity.  Qi has over two decades of leadership in quality performance improvement and health informatics at Tufts Health Plan, UPMC, BCBSMA, and BCBSNC.  He led diverse functional teams and developed health outcomes and equity focused performance measurement systems to support population health, patient safety, member experience, Star ratings and business growth.  

 In addition to quality performance improvement, Qi leads efforts in health equity through his involvement in the organizational Diversity Equity Inclusion (DEI) and community organizations.  He served the board member of the Mass Health Data Consortium and a steering committee member at the Tufts Clinical Translational Science as well as NQF CQMC .   

 Qi graduated from Shanghai Medical University School of Medicine, Bryant University Business School and Harvard School of Public Health.   

 

John Lumpkin, MD, MPH

John R. Lumpkin, MD, MPH is President of the Blue Cross and Blue Shield of North Carolina Foundation since April 2019 and Vice President, Drivers of Health Strategy for Blue Cross and Blue Shield of North Carolina. He also currently serves on the board of directors of the Foundation for Food & Agriculture Research and as chair of Digital Bridge, a multi-sector forum to collaborate on solutions for a nationally consistent and sustainable approach to using electronic health data. 

Most recently, John served as Senior Vice President, Programs for the Robert Wood Johnson Foundation (RWJF) Before joining RWJF in 2003, he served as director of the Illinois Department of Public Health for 12 years. John is a member of the National Academy of Medicine and a fellow of the American Academy of Nursing, American College of Emergency Physicians, and the American College of Medical Informatics. Among his previous leadership positions, he is past chairman of the board of the Robert Wood Johnson University Hospital, as well as past chairman of the National Committee on Vital and Health Statistics. His many distinctions and honors include the Arthur McCormack Excellence and Dedication in Public Health Award from the Association of State and Territorial Health Officials, as well as the Jonas Salk Health Leadership Award. He earned his MD and BMS degrees from Northwestern University Medical School and his MPH from the University of Illinois School Of Public Health. He was also the first African-American trained in emergency medicine in the country after completing his residency at the University of Chicago.
