Faculty

Michael Barr, MD, MA, MACP

Michael S. Barr, MD, MBA, MACP, is a board-certified internist and Executive Vice President for the Quality Measurement & Research Group at NCQA. His portfolio at NCQA includes performance measurement development; research; managing NCQA’s contracts and grants portfolio; and contributing to strategic initiatives, public policy and educational programs. Prior to joining NCQA in 2014, Barr was Senior Vice President, Division of Medical Practice for the American College of Physicians, where he was responsible for promoting patient-centered care through development of programs, services and quality improvement initiatives for internists and other health care professionals.

Dr. Barr was previously Chief Medical Officer for Baltimore Medical System, Inc., a Joint Commission accredited Federally Qualified Health Center. He also practiced internal medicine full time in the Division of General Internal Medicine at Vanderbilt University and held various administrative positions, including Physician Director, Medical Management Programs, for the Vanderbilt Medical Group. Prior to that, Dr. Barr was an active duty physician in the United States Air Force at Moody Air Force Base, Georgia.

Dr. Barr has a BS in forest biology from the State University of New York, College of Environmental Science and Forestry. He attended New York University School of Medicine, completed his residency in internal medicine at Rush-Presbyterian-St. Luke’s Medical Center in Chicago and earned an MBA from the Vanderbilt Owen Graduate School of Management. Barr was a commissioner on the Maryland Health Care Commission, previously served on the Health Information Technology Policy Committee Meaningful Use Workgroup and is currently on the Board of Trustees of The Horizon Foundation of Howard County.

 

Amy Berk, MSN, RN

Amy is a dedicated, results oriented Healthcare Executive; experienced in program directorship of large, complex healthcare programs and initiatives including the design and implementation of clinical transformation related programs including Population Health Management; Care Management, Utilization Management, Transitions of Care; Clinical / Operational Performance Improvement, Value Based Care Initiatives; ACOs; and Clinical Informatics.

Amy is a self-starter and continues with initiatives and a thought leadership agenda focused on Population Health Management (Care Management / Utilization Management) and care delivery innovations; Patient Medical Home Models, Value Based Care, and Social Determinants of Health. 

Amy’s expertise lies in Population Health; bridging data for optimal clinical outcomes, and the broader framework of optimizing care delivery and clinical transformation. Prior to Microsoft, Amy served as Director Care Management / Population Health at Tufts Health Plan.

Amy’s 26 years of healthcare experience also includes strategic, operational and policy consulting on a global level; having worked for IBM, Accenture and Optum spanning notable, innovative projects, e.g.:  US (Office of National Coordinator and Military Health Affairs), Germany (with the US DoD), France (APHP), Czech Rep. (Ministry of Health), India (Max Healthcare), Switzerland (Ministry of Health), Abu Dhabi (Cleveland Clinic Abu Dhabi), and Qatar (Supreme Council of Health), and the Republic of South Korea (Ministry of Health).

 Amy also has experience as a Registered Nurse (CVICU / Cardiology) for 10 years, and as a Master’s prepared Advanced Practice Nurse has extensive Management Healthcare Consulting experience.

 

Joseph R. Betancourt, MD, MPH

Dr. Joseph Betancourt, MD, MPH, is the Senior Vice President, Equity and Community Health of Massachusetts General Hospital (MGH), the founder, senior advisor and faculty of the Disparities Solutions Center (DSC) at MGH, Faculty at the Mongan Institute, an Associate Professor of Medicine at Harvard Medical School and a practicing Internal Medicine physician. He has also served on the leadership team of the MGH Center for Diversity and Inclusion. Dr. Betancourt is a nationally and internationally recognized expert in health policy, health care disparities, diversity, and cross-cultural medicine, and has served on several Institute of Medicine Committees, including those that produced the landmark reports, Unequal Treatment and Increasing Diversity in the Healthcare Workforce. Dr. Betancourt has secured grants and contracts that have led to over 60 peer-reviewed publications, and advises private industry, government, and not-for-profit health systems on approaches to eliminating racial and ethnic disparities in health care. He sits at on the Board of Trinity Health, a large national health system; and sat on the Boston Board of Health and the Board of Neighborhood Health Plan in Boston. He is a 2015 Aspen Institute Health Innovator Fellow. 

Dr. Betancourt received his Bachelor of Science from the University of Maryland, his medical degree from Rutgers-New Jersey Medical School, and completed his residency in Internal Medicine at the New York Hospital-Cornell Medical Center. Following residency, he completed The Commonwealth Fund-Harvard University Fellowship in Minority Health Policy, and received his Master’s in Public Health from the Harvard School of Public Health. 

 

Anne Docimo, MD, CMO

Dr. Anne Docimo is chief medical officer of UnitedHealthcare, responsible for the clinical, cost and experience outcomes of more than 50 million members in UnitedHealthcare’s Commercial, Medicare and Medicaid health plans. She works diligently with both internal and external stakeholders to develop and implement clinical strategies and programs to improve the overall health care system and help us deliver on our mission of making the health care system work better for everyone.

Dr. Docimo has served as a physician leader in the evolving health care marketplace for more than 20 years. As a practicing clinician in primary care and emergency medicine, she worked in private practice, as a government contractor, in a staff-model HMO and in academic medical centers. Most recently, Dr. Docimo served as the executive vice president of Population Health and chief clinical transformation officer for Jefferson Health in Philadelphia.

Prior to joining Jefferson Health, Dr. Docimo served both as chief medical officer for the University of Pittsburgh Medical Center (UPMC), as well as senior medical director of UPMC Hospitals. While at UPMC, Dr. Docimo led the design and development of a proprietary system for care management and a claims-based member record. As a physician executive in both provider and payer organization, Dr. Docimo has experience in using clinical and claims data to design and implement population health programs to improve clinical and financial outcomes.

 

Peggy O’Kane

Margaret E. O’Kane is founder and President of the National Committee for Quality Assurance (NCQA). She is a member of the National Academy of Medicine, and has received the Picker Institute Individual Award for Excellence in the Advancement of Patient-Centered Care, as well as the Gail L. Warden Leadership Excellence Award from the National Center for Healthcare Leadership.

Modern Healthcare magazine has named O’Kane one of the “100 Most Influential People in Healthcare” 12 times, and one of the “Top 25 Women in Healthcare” 3 times. She is a board member of the Milbank Memorial Fund and the Institute for Exceptional Care. She is also a board member and former board chair of Healthwise, a nonprofit organization that helps people make better health decisions.  O’Kane holds a master’s degree in health administration and planning from Johns Hopkins University, where she received the Distinguished Alumnus Award.

 

Brad Ryan, MD

Dr. Brad Ryan is NCQA’s first ever Chief Product Officer. His addition to NCQA leadership signals the organization’s commitment to build on its existing quality measurement expertise with the promise of new technology, digital measurement and telehealth. He leads NCQA’s pioneering work in digital quality transformation and manages growth and evolution of its existing health care measurement, evaluation and improvement programs.
