HACKBARTH NAMED TO NCQA BOARD OF DIRECTORS
Medicare Payment Advisory Commission Chairman joins NCQA Board; Dr. John Tooker named Chair-elect of NCQA Board of Directors
WASHINGTON—The National Committee for Quality Assurance (NCQA) announced today that Glenn M. Hackbarth, J.D. has been named to its Board of Directors. Hackbarth is an independent consultant with extensive expertise in health care. He is also the chairman of the Medicare Payment Advisory Commission (MedPAC), an independent federal body tasked with advising the United States Congress on issued related to Medicare payments, access to care, public policy and quality of care. Additionally, Hackbarth is a trustee at the Foundation of American Board of Internal Medicine.
Currently, Hackbarth is a member of Commonwealth Foundation Commission on Creating a High-Performance Health Care System and the secretary and treasurer for the Foundation of American Board of Internal Medicine. Previously, he was the chief executive officer and one of the founders of Harvard Vanguard Medical Associates, a multispecialty group practice in Boston that serves as a major teaching affiliate to Harvard Medical School.
“I am pleased to have one of the nation’s true experts on payment reform join NCQA’s Board of Directors,” said NCQA President Margaret E. O’Kane. “It is increasingly clear that how we pay for health care has a huge impact on the quality and efficiency of the care rendered to patients.”
NCQA’s 16-member Board plays a key role in setting the organization’s agenda and oversees its work and programs. The group comprises influential individuals from across the country representing employers, consumer groups, health care organizations, academia and the public sector.
From 1981 to 1988, Hackbarth was senior vice president of Harvard Community Health Plan and served in multiple positions at the Department of Health and Human Services, including deputy administrator of the Health Care Financing Administration. He received his B.A. from Penn State University and his M.A. and J.D. degrees from Duke University.
NCQA also announced today that John Tooker, M.D., M.B.A., F.A.C.P., Executive Vice President and Chief Executive Officer of the American College of Physicians (ACP), has been named chair-elect of NCQA’s Board of Directors. In his role at the ACP, Dr. Tooker is responsible for administration of the College’s activities in medical education, membership services, publications, marketing and communications, and public policy. He joined the NCQA Board in December 2005. In January 2009, Tooker will replace Robert J. Margolis, M.D., managing partner and CEO of HealthCare Partners Medical Group, who has served as Chair since 2006.
