Changes to the HEDIS Roadmap
In 2008, NCQA convened a panel of auditors to assess the design and usefulness of the existing information-collecting tool— the BAT. The result of their discussions and review is this redesigned document—the Roadmap. We believe this tool better fits the needs of the variety of organization participants and that it more clearly defines the systems and processes auditors need to understand when they perform an audit.
Because the tool has changed so radically, this introduction does not list all the differences between the “old” and “new” BAT, but there are general changes.
- Specific sections and tables are provided for appropriate vendors
- The distinction between baseline and yearly questions is removed
- Renumbered sections align chapters with standards
The Roadmap is a required component and the first step of the NCQA Compliance Audit process. It is completed by health plans and submitted to their Certified Auditors. Volume 5, HEDIS Compliance Audit®: Standards, Policies and Procedures requires that the HEDIS 2009 version of the Roadmap be completed in its entirety prior to sending to the licensed organization responsible for its HEDIS 2009 Compliance Audit. Organizations that completed a BAT for the 2008 measurement year should use that document as a foundation, then identify changes to their information systems, policies and procedures that occurred during 2008. The Organization should describe, in its Roadmap responses, the procedures it used for ensuring complete and accurate implementation of changes made.
Plans not using NCQA-certified software should complete the entire Roadmap. Plans using NCQA-certified software should work with the software vendor to complete Section 7: data Integration.
